English Councils Plan to Sell Off Social Clubs and Leisure Facilities to Balance Books

According to a recent survey of local authorities, English councils are preparing to sell community centers, athletic facilities, and shopping arcades as they rely on a fire sale of properties to stabilize finances.

Growing Fiscal Challenges Drive Asset Sales

The Key Cities Group representing second-tier cities in the UK stated that 60% of local authorities are intending to sell assets to cover the escalating costs of adult and children’s social care.

Local governments have in the past come under fire for disposing of playing fields and open spaces to support their budgets, but they argue they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

This coalition said that a high proportion of authorities attempting to raise money from a quick sale of assets marked “a clear change from 2024, when the largest share (six in ten) of local leaders said they would focus on restructuring services and utilising financial reserves to manage increasing fiscal pressures.”

Specific Cases of Proposed Disposals

Medway Council in southeast England said its asset disposal plan featured the sale of a shopping centre in a local town and a social club in another town to generate £20m over five years.

  • A local golf course and business parks owned in two English counties, which all generate rent for Medway council, will also be sold under the plan.

Local Levy Increases and Wider Financial Pressures

This research of local authorities in the coalition, which covers several urban centers, also found that more than 70% of authorities will need to raise local levies next April to address the rising cost of essential services, increased rates of homelessness, and a longstanding housing shortage.

Medway council explained it will proceed with property disposals after steep rises in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are taking creative strategies but some of these take time to deliver both improved services and cost efficiency,” stated Vince Maple.

He continued: “We face population challenges which will continue to add to the pressures we have. As a local government body, we had a drastic reduction in our central funding from 2010-24, which is extremely difficult.”

National Trends and Projections

Research of county councils recently further found local finances being strained by the growing number of children and older individuals requiring special educational assistance.

The County Councils Network projected that local shortfalls will reach 4.4 billion pounds a year by 2029, as they grapple to cope with rising needs.

Ministers have delayed scheduled changes to the special educational needs framework until the coming year after a policy document outlining those reforms has been postponed.

Disadvantage and Funding Gaps

Based on the latest deprivation measures (the Index of Multiple Deprivation) for UK local authorities, several key cities members were among the most disadvantaged in the country.

  • “Participating urban centers like several major towns place in the top 30 across the country under the latest deprivation indices,” noted the study.

“Although only a single urban area is in the top 10 for deprived neighbourhoods nationally, urban areas are much more prone to be in the most deprived fifth of the nation. The figures underscores the extent of challenges facing municipal officials across key cities in the coming year,” the report concluded.

“Council officials have been explicit about the necessity for a fair and sustainable financial structure that accounts for and addresses the real levels of disadvantage and need,” stated a council leader.

“Without this, councils will persist to face difficult decisions around which essential services to allocate spend to, and which to cut, to the detriment of their communities.”

A fifth of councils have reduced or weakened social care provision in the last year, the study revealed.
